MINUTES OF THE MAY 2025 MONTHLY MEETING
May 12, 2025
The Gloversville Housing Authority’s Board of Commissioners met at its monthly meeting that was held at Dubois Garden Apartments, 181 West Street Gloversville NY on May 12, 2025 at 6:00p.m.
Board Members Present:
- Gail Peters, Commissioner
- Ronald Holly, Commissioner
- Imari Shaw, Commissioner
- Sherry Courtney, Resident Commissioner
- Lina Hall, Resident Commissioner
Others Present:
- Anthony Casale, Authority Legal Counsel
- Kayla Potter – Executive Director
Commissioner Peters called the meeting to order at 6:00 p.m and requested that Attorney Casale take the board through the agenda
All present stood for the Pledge of Allegiance followed by a moment of silence.
Casale conducted a roll call memorializing the presence of the above-named individuals.
Casale opened the floor for public comment:
Susan Fox, Forest Hill Towers – thank you to Kayla, who walked into a mess at GHA and has made it a better place to live. …
One thing that continues to be an issue is loitering in the lobby and the person that complained about it last is the one that is sitting out there all day. There is no place to sit down and there is a Community Room that has been refurbished that they can use. Melissa should enforce the rule.
Casale opened the floor for Announcements by Commissioners, with there being none, the board proceeded with its agenda.

The Executive Director’s Report was provided by Kayla Potter.
The occupancy rate is 85%, with 9 move ins and 6 move outs. …Maintenance has been working on turning over the vacant units at Kingsboro tower over the last couple weeks, and they were there today and will be there tomorrow….
Spring Fling is being held at FHT on May 20 starting at 12pm. The Ozoners are performing from 1-5pm. Price Chopper donate 3ft subs, Stewarts donating the fixings for the ice cream sundae bar and we will be getting pizzas from Checkers. Tenants have made donations and Office for Aging are loaning us table top games. All are welcome and hopefully the weather will be nice….
Capital Projects – here at Dubois Building 1, we had to replace a portion of the sewer pipe in Unit 5. which had asbestos tiles, so they actually removed the portion in the kitchen today. That pipe should be replaced hopefully by the end of the week and then we can slip line that building…..
Building 6 is on board to be slip lined as well and building 7…
We have one unit ready to rent for June 1st and they are in unit 74 now, hanging sheetrock. So we’re moving along rather quickly now, now that we know where we can go…..
CT Male. I have a meeting with tomorrow for the Federal Pacific Replacement Project at Kingsboro. –that’s the electrical panels. ….
We had an emergency sewer fix at Forest Hills that I believe they completed last week. I do think I’m going to look into it for the towers, especially Forest Hill because they’ve been having some issues. We’ll see how that goes. It’s like a hard fiberglass type, they slip line it — they balloon it in and then the balloon deflates and it kind of seals like a hard fiberglass. And that’s going to save, if all goes well, we won’t have to dig up the floors and tear out the kitchen. Fingers crossed….
Today I started working on the color scheme for Forest Hill and also flooring. So that’s my update on capital projects……
Landscaping that should start hopefully within like 2 weeks.
Casale opened the floor for new business and presented Resolution 888 regarding monthly vendor invoices and read said resolution, said resolution reading as following: into the record as follows:
Whereas the Gloversville Housing Authority’s Finance Committee has reviewed the monthly vendor invoices for payment of the financial obligations of the Gloversville Housing Authority for the month of April 2025 and finds all payments on the attached list to be in order. Now therefore be it resolved, the Board of Commissioners of the Gloversville Housing Authority has reviewed the monthly vendor invoices for payment as set forth on the attached list.”
A motion was made by Commissioner Holly adopting Resolution 888, and said motion was seconded by Commissioner Shaw. There was no additional discussion and Resolution 886 was approved by a vote of 5-0 in the affirmative. …
A motion was made by Commissioner Holly to adopt the meeting minutes from the April 2025 monthly meeting, with a second to said motion having been made by Commissioner Shaw. There was no additional discussion and said motion was ratified by a vote of 5-0 in the affirmative.
A motion was made to reschedule the June 2025 meeting to the date of June 23, 2025 at 6pm, said motion having been made by Commissioner Shaw and seconded by Commissioner Peters. There was no additional discussion and motion was carried by a vote of 5-0 in the affirmative.
A motion to adjourn the meeting was made by Commissioner Shaw and seconded by Commissioner Peters. There was no additional discussion and the motion carried by a vote of 5-0 in the affirmative. The meeting was adjourned at 6:20 pm.
